Am I eligible?

Portsmouth and Norfolk residents who use the Downtown or Midtown tunnels and make $30,000 or less per year are eligible to participate in the program.

Proof of income and residency must be presented at the time of application.

Proof of residency

One of the following is required for proof of residency:

  • Driver’s License
  • Utility\Telephone\Cable Bill
  • Checking\Savings Account Statement
  • Property Tax Bill
  • Mortgage – Proof of Ownership
  • Rental Contract
  • Military Documentation Confirming City of Residence

One of the following is required for proof of income:

  • W-2
  • 1099-Misc
  • One Month of Paystubs
  • IRS 1040
  • Employer’s Statement
  • Self-Declaration of No Income

How can I apply? When is the application period?

The application process is in-person and begins on Dec. 1, 2018, and continues through through Feb. 15, 2019, at two E-ZPass Customer Service locations:

When does the 2019 program start?

The 2019 Toll Relief Program begins March 1, 2019.

Do I have to re-apply each year?

The relief funds renew every year, per the agreement, and participants must re-verify their income and residency to be eligible for each calendar year.
