Collect Proof of Eligibility

You must bring one proof of residency and one proof of income. Accepted documentation for proof of residency includes driver’s license, lease or mortgage paperwork, utility bill, military order. Accepted proof of incomes includes tax returns, pay stubs or a letter from your employer.

Enroll in Person

Enrollment begins November 1, 2022. There is no deadline, but enrolling early allows you to take advantage of Toll Relief through 2023. To enroll, visit one of our service centers.

Sign Up for E-ZPass & Load Your Discount

To qualify for Toll Relief, you’re required to have a Virginia E-ZPass account. You can open a Virginia E-ZPass account during enrollment, or prior to enrollment at www.ezpassva.com, by phone or in person at an E-ZPass Customer Service Center or the DriveERT Customer Care Center.

Who is eligible for the program?

To qualify for Toll Relief, participants must:

  • Reside in Hampton Roads*
  • Earn $50,000 or less (individual income) per year
  • Have or open a Virginia E-ZPass account
  • Must drive a 2-axle vehicle (Vehicles over 2-axles are not eligible)

Proof of residency and income are required at the time of application.

*Includes Chesapeake, Gloucester County, Hampton, Isle of Wight County, James City County, Newport News, Norfolk, Poquoson, Portsmouth, Suffolk, Virginia Beach, Williamsburg, York County, Franklin, Surry County and Southampton.

About the Toll Relief Program

The Virginia Department of Transportation (VDOT) and the Elizabeth River Crossing (ERC) team have developed the Toll Relief Program to administer funds from ERC intended to help ease the financial burden of tolls on Norfolk and Portsmouth residents hardest hit by tolls at the Elizabeth River Tunnels(ERT).
