VDOT has developed a Toll Relief Program, funded by Elizabeth River Crossings, to help ease the financial burden on Norfolk and Portsmouth residents hardest hit by tolls at the Elizabeth River Tunnels.

Apply for Toll Relief
The next enrollment period is in-person beginning Dec. 1, 2020, through Feb. 13, 2021, at the E-ZPass Customer Service Centers in Norfolk and Portsmouth.

Sign Up for E-ZPass
To qualify for Toll Relief, participants must have or open a Virginia E-ZPass account. You can open a Virginia E-ZPass account online, by phone or in person, at an E-ZPass Customer Service Center.

Start Driving and Receive Relief
Take eight trips or more through the Downtown or Midtown tunnels during a calendar month and receive a 75-cent refund credited to your Virginia E-ZPass account.

Who is eligible for the program?
To qualify for Toll Relief, participants must:
- Reside in Norfolk or Portsmouth
- Earn $30,000 or less per year
- Have or open a Virginia E-ZPass account
- Take eight trips or more during a calendar month through the Downtown or Midtown tunnels
Proof of residency and income are required at the time of application.
About the Toll Relief Program
The Virginia Department of Transportation (VDOT) has developed the Toll Relief Program to help ease the financial burden of tolls on Norfolk and Portsmouth residents hit hardest by the tolls on the Elizabeth River Tunnels.
Toll Relief is being funded for 20 years by Elizabeth River Crossings, operators of the Downtown and Midtown tunnels, through an agreement with the Commonwealth of Virginia to help offset the cost of tolls to those the most financially stressed. The agreement supports a broader effort to minimize the financial impact of major construction improvements on motorists in Hampton Roads.
