About the Toll Relief Program

The Virginia Department of Transportation (VDOT) has developed the Toll Relief Program to help ease the financial burden of tolls on Norfolk and Portsmouth residents hit hardest by the tolls on the Elizabeth River Tunnels.

Toll Relief is being funded for 10 years by Elizabeth River Crossings, operators of the Downtown and Midtown tunnels, through an agreement reach with the Commonwealth of Virginia to help offset the cost of tolls to those the most financially stressed. The agreement supports a broader effort by Governor McAuliffe to minimize the financial impact of major construction improvements on motorists in Hampton Roads.
